As a broader lesson, there may be an overlooked role for government in frontier sectors: creating markets where private incumbents can leverage existing capabilities, and where new entrants can later introduce new technological approaches

This surge coincided with demand-side policies that emerged progressively from the early 1990s, including frequency allocation, new licensing regimes, and procurement commitments

The transition from Old Space to New Space was more gradual than prevailing narratives suggest

Surprisingly, the largest surge in space innovation happened in the 1990s:

- driven largely by incumbent aerospace companies

- concentrated in "broader space tech" such as satellites and communications

- pre-dating the later surge associated with "New Space"
