Residency in East Africa
If you’re thinking about living in East Africa for the long term, the options are quite different from one country to another as broken down hereunder:-
🇰🇪 Kenya: Permanent residence can be applied for after 7 years on work permits, with 3 years of continuous residence immediately before the application. Marriage to a Kenyan citizen for at least 3 years is another route.
🇺🇬 Uganda: A Certificate of Residence is available after 10 years of continuous lawful residence, subject to the relevant requirements. There is also a route for people married to Ugandan citizens for at least 3 years while living legally in Uganda.
🇷🇼 Rwanda: Temporary residence permits cover investors, entrepreneurs and employees. There is also a permanent residence route based on 10 years of lawful residence.
🇹🇿 Tanzania: Long-term residence is mainly through renewable permits. Class A is for investors, Class B for employees and Class C covers categories such as retirees, researchers and missionaries.
🇪🇹 Ethiopia: Foreign nationals can obtain residence through employment and other qualifying routes. The Permanent Residence ID is issued for 5 years and can be renewed.

Uganda Work Permit, What It Actually Costs
Someone gets a role in Kampala, asks what the permit will cost and is told 2500$. That number is real but it is not the whole story and treating it as a single payment is how people under-budget.
For the classes most foreigners actually use, Class D for business and trade, Class G2 for salaried staff, Class B1 for agriculture, the twelve-month fee is USD 2,500. You do not pay that in one go. USD 1,500 is a non-refundable prepayment when the application is filed. The balance is only due if DCIC approves. If the file is refused, the prepayment does not come back. Budget for it as money that may be gone either way.
Stretch the same permit to twenty-four months and the fee becomes USD 5,000. Thirty-six months is USD 7,500. The prepayment structure stays the same. Class F, the route for regulated professionals, sits higher, USD 3,000 for twelve months.
Nationality changes the invoice. Kenyan and Rwandan nationals do not pay these fees. They still have to apply and they still have to hold the permit. Exemption is not a waiver of the process. Tanzanians pay USD 1,550 a year.
Family is a separate bill. A child is USD 200. A spouse is USD 350. Other relatives are USD 1,000. None of that is bundled into the principal permit.
Special Pass, electronic Travel Authorization or Work Permit? The One Most People Pick Wrong
Someone lands in Kenya on an eTA, gets offered an opportunity within the first week and starts working the following Monday, assuming the document that got them through the airport already
covers what they are doing now. It does not, and this exact mix-up plays out more often than most people realize. The eTA is purely an entry document, built to get a traveler through the border and allow a stay of up to 90 days for tourism, family visits or business meetings. What it was never designed to cover is earning income while in the country. Getting in legally and working legally are two separate questions and the eTA only answers the first one.
The Special Pass exists precisely for the gap that opens up next, someone whose full work permit is still being processed but who needs to start working now or someone here for something genuinely short, a few weeks installing equipment, a brief consultancy, a training assignment that
will not stretch past a season. Capped at six months and costing USD 200 a month, it has to be sponsored, someone vouching formally for why this person is here and for how long.
Consider a technician flown in to commission new machinery at a factory outside Nairobi, in and out within
a month, the Special Pass is built for exactly that kind of assignment, not a long-term hire. A lot of people get their first legitimate taste of working in Kenya through this exact pass while a Class
D or Class G application moves through the system behind the scenes.
The Work Permit itself is the long-term answer, meant for someone actually joining a company or running a business here, not passing through it. It ties to a specific role or business activity, needs
a real employer or investment behind it, and runs for a year or more rather than a matter of months.
Where this actually matters is not theoretical, using the wrong one is not a paperwork technicality that sorts itself out later. Working on nothing but an eTA or stretching a Special Pass past what it
was approved for, is the kind of gap that turns into fines or worse the moment anyone checks. The fix, once it is understood, is straightforward, tourism and short visits stay on the eTA, short-term work goes through a Special Pass and anything meant to last needs the real Work Permit from day one.
