Robots should be in only 3 allowed locations: the factory, their way to a car (like 30 meters), the destination (job location).

The destination location should have max allowed radius from the center - like 100 meters.

Robots never walk on streets.

Every robot should be programmed to turn itself off for 30 minutes every 24 hours.

If turned off robot is needed for that particular half-hour then only a human can turn it on back, and the robot will turn itself off again in 24 hours.

Overall number of robots in Canada should be not more than number of adults (18yo and up).

Let's imagine as of today: 41,000,000 overall population so it would be let's say 20,500,000 max.

Only in 2 ways - voice over air to ears and words on torso screen. No to communication over distance, only normal human to human mouth to ear style - up to 10 meters range (30 feet).
