Facilitator: getAmount (ciphertext), verify (Ed25519), settle (two-step: unsigned tx → user signs → Kora submits)

IncoToken: transfer_with_authorization + Ed25519 verification on-chain

Kora: fee payer, sig_verify=false for partially signed tx
