From that distance, he cannot grasp the depth of the DRC crisis, let alone offer any rational or informed recommendations.
To understand the roots of this crisis, one must go back to the aftermath of the 1994 Genocide against the Tutsi.
Mobutu, backed by France, could not accept the existence of a Rwanda governed by the RPF. When the genocidaires were defeated, he welcomed them with open arms.
Ex-FAR and Interahamwe crossed into Zaire fully armed. They were never disarmed, never held accountable. Instead, they were given safe haven, allowed to regroup at Rwanda’s doorstep, and encouraged to prepare their return.
By 1996, these genocidaires launched coordinated attacks against Rwanda. Their objective was to overthrow the government in Kigali and finish what they had begun in 1994.
This same deadly logic continues today under Félix Tshisekedi. From the moment he took office, he embedded the FDLR into his Republican Guard, armed them with state resources, and treated them as allies in his reckless war against the M23 movement.
These are the same genocidaires responsible for the slaughter of innocent people in 1994. Patrick Muyaya knows this. Kinshasa knows this.
