Following CORCA’s overwhelmingly bipartisan passage in the U.S. House of Representatives, a coalition of shippers and transportation industry associations is urging the U.S. Senate to act quickly.

In a letter delivered yesterday to U.S. Senators, the coalition emphasized the need to advance this legislation that addresses cargo theft and bolsters supply chain security.

IANA President & CEO Anne Reinke added, “Bipartisan legislation like CORCA will strengthen the U.S. economy by enhancing supply chain efficiency, penalizing dangerous crime groups, and protecting American workers and consumers.”

Modal conversion historically takes three to six months. This time it's taking one.

The shippers moving fastest aren't waiting for their annual carrier review. They're re-pricing their top lanes now, running intermodal trials on corridors where the rate spread justifies it, and using this window to compress a procurement cycle that typically unfolds over a quarter.

That speed matters because windows like this one don't announce their end date. The regulatory enforcement driving truckload tightening is structural, not cyclical. But diesel prices move. Import volumes recover. Intermodal capacity that's available today gets absorbed.

Fuel volatility is the headline. Regulatory capacity contraction and a widening rate spread are the story.

But here's what makes this moment different from prior cycles: all three are happening at the same time.

Sustained diesel prices. A 45% rate spread between truckload and intermodal. Over 48,000 trucks removed from capacity due to accelerating regulatory enforcement. Import softness that has freed up intermodal capacity just as demand for it is rising. These conditions don't align often. And they don't last.

Shippers who have historically treated intermodal as a secondary option are running out of reasons to wait. The cost case was always there on the right lanes. Now the capacity case and the service case are catching up, and the data is moving fast. Domestic intermodal volumes grew nearly 10% year-over-year in March alone.
