Because the only things Resident Evil about it are the name, Raccoon City, and the presence of Umbrella Corp. The virus itself doesn’t even exist in the games. It’s somewhat similar to Las Plagas from RE4 and Uroboros, but it’s still fundamentally different because it’s parasitic and spreads through the parasite rather than through bites like in the movie.

Overall, it feels like they borrowed the name and setting, then changed almost everything else. If you removed the Resident Evil references, the story would still work almost exactly the same. That’s why I feel like they could’ve just given it a different name instead of using the RE IP. It was actually a decent horror movie on its own—it just didn’t need to be Resident Evil.
