Reminder: John Swinney wanted increased public spending to be funded by replicating Scottish income tax rates in England, which would have meant minimal Barnett consequentials.
The block grant uplift delivered today by Rachel Reeves is much larger than the one Swinney asked for.
We've put forward a motion calling for a moratorium on commissioner-style bodies in Scotland. It will be debated @scotparl on Thursday.
We believe a committee should look at reform of the system before we create or expand any further commissioner roles.
