How does KRA forgo money it is not entitled to under tax laws?

KRA says it has forgone KES 9.1B in tax revenue in April and May 2026 after VAT on fuel was cut from 16% to 8% to cushion consumers from higher global fuel prices.

KRA also says the MT Paloma fuel consignment under investigation was re-shipped to other markets and did not enter Kenya, with KES 5.1B in taxes already paid by OMCs set to be transferred to subsequent fuel consignments.

We only tax income, trade and consumption.
The citizens can refuse or reduce their involvement in those. What will KRA do? Force us to spend so that they tax?

KRA is a tax collection agent. They are told go and collect this and they do.
If they are told don't collect this, they have no grounds to complain.

KRA has access to private property to the extent permitted by tax laws. Not a cent more
