Serious point: the French government (or any other of the 45 ECHR states) may therefore consider bringing action under ECHR Art 33, arguing that the legislation (when in force) has effects which breach relevant Convention rights.
with all the attention focused on the climate cases this may have gone unnoticed, but in Georgia v Russia (IV) the ECtHR held that the 'borderisation' between Abkhazia and South Ossetia and the Georgian government-controlled territories resulted in several Convention violations
