🚨ISGAP Commends 'Crucial' U.S. Treasury Action Against Muslim Brotherhood and Hamas Financial Networks

The Institute for the Study of Global Antisemitism and Policy says the sanctions reinforce the need for coordinated international action against the financial and institutional networks supporting extremist movements_

NEW YORK, NY — July 24, 2026 — The Institute for the Study of Global Antisemitism and Policy (ISGAP) commends the U.S. Department of the Treasury for imposing sanctions against a senior Egyptian Muslim Brotherhood official and individuals and entities accused of providing material support to Hamas.

The Treasury Department announced today that its Office of Foreign Assets Control has designated Mahmoud al-Abyari, a senior United Kingdom-based Egyptian Muslim Brotherhood leader, alongside entities described by the Department as Hamas fundraising fronts and an underground financial network operating through Turkey.

Dr. Charles Asher Small, Founder and Executive Director of ISGAP, said: “This crucial action exposes the transnational financial and institutional infrastructure connecting the Muslim Brotherhood, Hamas and the organizations that sustain them. For too long, governments have examined charitable, educational, political and commercial activities in isolation, rather than as elements of a broader influence network. We commend the Treasury Department for following the evidence and urge allied governments to strengthen intelligence cooperation, investigate Muslim Brotherhood-affiliated networks within their jurisdictions and ensure that charitable or civic structures cannot be exploited to finance terrorism or advance extremist ideologies.”

ISGAP has conducted extensive research into the Muslim Brotherhood’s methods of strategic entryism across Western societies, including its activities within higher education, civil society, political institutions and charitable networks. Its research examines how interconnected organizations can use legitimate institutional platforms to build credibility, influence public discourse and advance ideological objectives.

ISGAP’s policy recommendations include closer investigative and intelligence coordination between allied governments, stronger foreign-funding disclosure requirements for universities and civil-society organizations, enhanced scrutiny of charitable and nonprofit financial networks, and targeted legal action where independently verified evidence establishes support for terrorism or other unlawful activity.

⚠️A 15-year-old has been charged in Germany after allegedly planning a terrorist attack on a synagogue in Augsburg. According to prosecutors, the suspect embraced ISIS ideology and had already begun taking concrete steps to carry out the alleged attack before authorities intervened. The plot was uncovered and disrupted before anyone was harmed.

Prosecutors say the 15-year-old stockpiled pyrotechnic materials for an attack, and later severed two fingers while building a homemade explosive device.

This case serves as another stark reminder that Jewish communities across Europe continue to face persistent security threats. Synagogues, schools, and community centers remain under heightened risk as antisemitic incidents have surged in recent years.

WE HAVE BEEN WARNING YOU FOR YEARS!: Germany’s domestic intelligence chief has reportedly warned that Islamist organisations, particularly the Muslim Brotherhood, are pursuing a long-term strategy to infiltrate the country’s political and social institutions.

According to details leaked from a closed-door briefing in the German parliament, officials say the goal is not violent revolution but the gradual transformation of society by building influence through charities, community organisations, publicly funded projects, and relationships with politicians.

Intelligence chief Sinan Selen reportedly warned that the movement respects German law only where it does not conflict with Sharia, and that its ultimate objective is the establishment of an Islamic society.

⚠️Selen also warned that left-wing political parties are particularly vulnerable to Islamist influence because of what he described as a misplaced understanding of tolerance and a failure to recognise how these networks operate. According to those present at the private briefing, he said the Muslim Brotherhood’s strategy is to cultivate long-term relationships with public officials, encouraging them to oppose criticism of political Islam or overlook Islamist activity. Several attendees reportedly said they were struck by both the urgency and the clarity of the intelligence chief’s warning after details of the private meeting were leaked to the media.
