It’s not that bad, everyone! Hori and his team ensured that everyone received their fair share of scraps. If there was some pressure to make a relationship real, the team executed it beautifully! They allowed the hetero ship to have its win, but it wasn’t a ‘perfect victory’—get it?
Iz/ch (sorry, I don't want the wrong attention by tagging the ship) 's final conversation can be interpreted in two ways: either as lovers coming together or as friends with unresolved issues who need someone to confide in. Ultimately, the interpretation is up to you. If they wanted to establish that ship as canon, they certainly could have done so—just like it was made clear that KuroMori is together.
ALSO, Izuku didn't reject Katsuki’s offer to be hero partners or share an agency; he simply declined Katsuki’s offer to be his sidekick because they are equals now, and for the time being, Izuku seems content as a teacher. (But I'm sure if Kacchan keeps asking, Deku will return once more one day…maybe after he and Och go to therapy 😬)
Importantly, Izuku did not choose Uraraka over Katsuki at all. The bond between BKDK is incredibly strong now, to the point where it’s GROSS (I say affectionately). They tease each other, converse comfortably, give each other rides, and bicker like an elderly couple. They have never been closer! WHICH Izuku had always wanted, so some dreams do come true!
I believe Izuku realized he needed to talk to Uraraka more than anyone else because she is the only one who truly understands what he’s going through. The feeling is mutual, as Toga encouraged Uraraka to start living for herself. To do that, she needs to open up to her friends about her struggles and be more ‘selfish’ by considering her own needs.
This is why I suggest that the ending can be interpreted as either a romantic relationship forming or as friends recognizing their ability to rely on each other. My Hero Academia has never focused primarily on romance, but if a couple were to be officially confirmed, I don’t think there could be a better way to do it than how Hori and his team approached it!
Ultimately, the interpretation is up to you. I love open endings!
