[UN in Libya 🇺🇳🇱🇾 @UNinLibya]

On Sunday, DSRSG/RC @UlrikaR_UN , together with representatives of @UNDPLibya , @UNODC , @UNSMILibya and @WHOLIBYA , met with the joint committee of the National Audit Bureau and the National Anti-Corruption Committee to discuss immediate measures and longer-term reforms to address challenges in Libya’s fuel subsidy and pharmaceutical supply systems.

The fuel subsidies discussion highlighted how the current system strains public finances while creating opportunities for concerning levels of diversion and smuggling. The parties discussed the urgency of robust monitoring and transparency to protect Libya’s resources, ensure public spending benefits Libyan citizens across the country and to hold those who exploit the system accountable. Today, those who pay the heaviest price are the Libyan households.

The discussion on medicines focused on how fragmented planning, weak adherence to procurement principles and lack of oversight consume scarce resources without ensuring patients receive the medicines they need. Better coordination between responsible institutions, robust planning based on actual health needs, increased use of digital tracking tools and stronger oversight will help ensure that public spending delivers safe, quality medicines to patients.

Participants stressed that effective reform requires coherence and improved coordinated action across Libya’s institutions. The joint NAB-NACC recommendations, which align closely with those of the Structured Dialogue’s economic track, provide practical sector-specific pathways for moving from analysis to implementation. Libyan authorities across the country must work together to protect national wealth, ease fiscal pressures and deliver better services to people across the country. The United Nations, in coordination with international partners, stands ready to strengthen political and technical support.
