1. In order for a team to legally trade a player with a NTC/NMC, a formal trade request must be made by the player
2. Once that request is made, the NTC/NMC becomes a 10 team trade list
3. Once the trade is made, the team pays a fee equal to 10% of their AAV

Leafs had and still have none of those things.
