Joram says he later understood that the offshore company may have been connected to an executive within the agency.

What made the decision difficult wasnβt only the size of the opportunity. It was the nine months already spent building towards it.
And it wasnβt an isolated experience. Joram says there have been other occasions where, after successfully pre-qualifying for work, his team was asked to attend meetings to discuss what would βgo backβ to people involved in the process.
His response to his team is now straightforward: if that conversation is a condition of getting the business, they donβt take the meeting.
