The best tribute to Braveheart Disha Salian would be to enact a law that makes all distress calls to the police independent & central. Like the 911 or 900 systems, add paramedic, fire & ambulance services as part of it.
That can become a system that the states can't manipulate.

Braveheart Disha Salian did everything she could to expose a crime she possibly witnessed. She reportedly called 100 twice before calling Sushant to appraise him of what had transpired. She lost her life in the process. She was let down & it's a crying shame on our rotten system!
