PAGE 13 - COVID INJECTION REFUSAL ADMINISTRATIVE COUNSELING: LCDR JESSICA KALEI SHEFFIELD WRITTEN RESPONSE
In the Fall of 2021, I was reprimanded with a Page 13 for my refusal of the unlawful COVID injection order. Until that day, I had never received any negative documentation in my official Navy record, this was the first in my 11 year career. I was allowed to write remarks in response to the Page 13 and submit them to RDML Gaucher of COMSUBGRU 9, and what follows below are those remarks. After many hours of grief, tears, and contemplation on the night of 11 September, 2021, I composed the following administrative comment to the Page 13 inflicted upon my record for refusing the unlawful COVID injection from my home near Bangor Trident Base, WA:

SUBJ: COVID-19 Vaccination Administrative Counseling/Warning AUTHORITY: BUMEDINST 6230.15B
I graduated from Officer Candidate School in 2011 after fighting medical disqualifications and physical fitness shortfalls since 2009. I have often been asked by friends and coworkers why I’m in the Navy when I have countless other creative and productive opportunities presented to me through my hobby and amateur interests. The answer is simple: I want to serve because I love the Navy, and the United States of America.
The decision to mandate an experimental medical procedure utilizing a substance that has allegedly been “approved by the FDA” within a small fraction of the time usually required to determine the short and long-term side-effects of such a thing, with numerous alternative and effective treatment options available yet disparaged, while mandating the use of ineffective and harmful face-coverings, under the guise of “health and safety of the force” regarding a disease less infectious and less deadly to the US Navy age demographic than a seasonal flu, is an appalling and unlawful abuse of power, the repercussions of which are self-evidently more harmful to force protection and force readiness than actual Navy COVID-19 deaths and hospitalizations.
This Administrative Remark claims the ALNAV 062/21 mandate and NAVADMIN 190/21 mandate constitute “lawful orders.” However, creating a brand-new central adjudication authority within the Navy to take the decisions out of the hands of commanding officers, regardless of the reasoning, speaks to the unlawful nature of this order: There would be no need to do such a thing, should this order be as lawful as the Navy asserts.
This illogical justification, in addition to the observation of an increasing amount of distrust, and outright hostility to those who chose not to receive this experimental “vaccine” percolating in the greater public dialogue, is something that greatly concerned me. After my counseling with the Command Doctor, and his dismissal of my concerns and rejection of that which I had directly observed regarding the safety and efficacy of the “vaccines”, followed immediately by the Doc’s own assurances being disproven by subsequent reporting of “breakthrough cases” within days of our conversation, further disturbed me.
The censorship and demonization of anyone speaking skeptically about the experimental COVID “vaccine” by major social media platforms and accredited news agencies, the active editing and changing of medical definitions by the World Health Organization, and the announcement of mandatory “quarantine camps” for healthy persons in countries like Australia and Canada being met with heedless approval and enthusiasm, further disturbed me when I compared this to the increasingly invasive and inflammatory policies of segregation between otherwise healthy “vaccinated” and “unvaccinated” personnel within the Navy.
The hesitancy and outright fear that some coworkers exhibited towards discussing their own opposition to masking, the “vaccine”, and now mandatory “vaccination” order was alarming. Especially from those who felt coerced into receiving the injection prior to the mandate. It was directly leading to active duplicitousness and deception by otherwise honest people, and further perturbed me, leading to a serious introspection of my oath of office:
“I solemnly swear (or affirm) that I will support and defend the Constitution of the United States against all enemies, foreign and domestic; that I will bear true faith and allegiance to the same; that I take this obligation freely, without any mental reservation or purpose of evasion; and that I will well and faithfully discharge the duties of the office on which I am about to enter, so help me God.”
I cannot follow an order that I know to be scientifically, historically, morally, and constitutionally abhorrent. It is an Officer’s duty to use their own judgement when executing the duties of the office, knowing that the excuse of “just following orders” will not be an acceptable answer to unforeseen consequences, and it is why our oath is different to the oath of enlisted sailors. Should I ignore my own moral conviction in favor of retaining good standing and compliance within my current Command, and the Navy as a whole, I would no longer be able to truthfully assert faithful adherence to my oath of office.
I have been told multiple times by leadership in my command that what is happening has been deemed “lawful” by the Navy, but these assertions were always coupled with the historically despotic attitude of “just following orders.” Hindsight is 20/20, and many of the most terrible events in human history had been considered lawful, moral, and scientifically sound at the time. They were also often accompanied with the mentality of “just doing what we’re told.” All avenues towards waivers involved some form of having to make statements that I do not hold truthful; a religious exemption requires inherent admission to the lawfulness of the order in question, and a medical exemption ignores my primary concern regarding the order’s legality in the first place.
I respect the sanctity of my oath to the Navy and to the Constitution too much to participate in what I have observed to be a blatant and reprehensible farce. And I cannot, in-good-conscience, live with the endorsement of what I conclude to be a devastating series of conscious and unconscious lies. In refusing to follow this unlawful order, I am upholding my oath of office and bearing true faith and allegiance to the Constitution of the United States.

While I would like to post my official Page 13, as I believe it would shed much needed light on the abuses perpetrated by the DoD during the unlawful COVID injection mandate roll out, many documents in sailor's official records are considered "Controlled Unclassified Information" and subject to specific release requirements. And until proper protections are in place to ensure service members who reveal these abuses cannot be persecuted further by the corrupted DoD, I will only post documents from my military record that are entirely under my release authority, such as my above personally-written response to the Page 13.
My sincerest hope is that the incoming administration of President @realDonaldTrump will investigate, document, and correct the horrific injustices inflected upon military officers who stood fast, honored their Constitutional oaths, protected their sailors, and refused to follow the unlawful orders demanded of them by the hoards of DoD Members who claimed they were "Just Following Orders".
The United States Military cannot heal until those who were abused and removed from service for upholding their oaths are restored, and those who hid behind despotic orders in order to continue collecting a paycheck are held to account.

Apparently they couldn't work from my previous clearance bc of how badly the Biden administration wanted people like me out. Slowly but surely.
My reinstatement is coming along. When asked to think about who I wanted to give my oath, I requested @POTUS administer it while onboard the USS George Washington in Yokosuka Japan with @takaichi_sanae and the Imperial Family in attendance. @USW_PR_HONTata What do you think?
The Biden administration’s experimental COVID-19 vaccine mandate was wrongfully forced onto our warfighters.
It was unjust, and we are doing EVERYTHING we can to make it right.
