Rikers monitor says conditions in the jails are as poor as ever in a new report. Says in December, officers beat up a restrained detainee while he was on the ground. Also, an officer sprayed pepper spray onto his boot and then put it next to the face of a detainee on the ground.

According to NYSDOCCS, 68 people have died in NY prisons in 2025. The state doesn't disclose these deaths in real time. Even families often learn about them from incarcerated people.
A bill awaiting action by Gov. Hochul would require prompt disclosure. She should sign it.
