His staff refuses to answer questions from constituents and press alike.

Is Terry Carmack, McConnell's Chief of Staff, making legislative decisions on behalf of McConnell?

Not a single Kentuckian voted for Carmack.

Or for @StephaniePenn, McConnell's Director of Communications, who refuses to communicate about McConnell's physcial and cognitive condition.
