The Housing Levy raises questions the government cannot answer with slogans.

If workers are compulsorily contributing to finance housing development on public land, where is the legal and policy justification for requiring them to purchase the resulting houses, while private intermediaries may earn returns from a programme financed by compulsory public contributions?

Where is the clear sunset clause? How much must the government collect before the levy ends? What prevents a supposedly temporary levy from becoming a permanent tax?

How much has been collected? How much has been spent? Which projects have received the money? Who are the contractors, developers and intermediaries? What profits have been earned? Where are the independently audited, project-by-project accounts?

If workers are financing the construction, what ownership, equity or priority rights do they acquire in return? And if there is no guaranteed housing benefit for a contributor, what exactly is the legal and economic basis for continuing to compel payment?

There is an even bigger constitutional question.

Article 201 demands openness, accountability, public participation, equity and prudent use of public finances. Article 227 requires public procurement to be fair, equitable, transparent, competitive and cost-effective.
