A majority of the real threat are foreign nationals, DHS holds the most authority on deportations along with State to revoke visas...etc...there would be no need to have a TF run by the Bureau that needs the DHS power of deportation...just cut out one layer and make it more efficient...

Since upto 20 million unvetted got into the country, I would not worry about making a prosecutable case against them, I would just focus on Identifying, Locating and Removal, HSI if ran correctly could achive this with some assistance. ..once they are deported and returned to thier country of Origin then they would fall into other Department's or Agencies purview...
