The solution to SCOTUS Birthright decision. Congress needs to define who is under US jurisdiction. As Congress has not enacted a statutory definition. Here are my thoughts:
Person born to US citizens and person given permanent residence are considered to under the jurisdiction of the United States.
All foreign diplomats and their families are not under US jurisdiction. Person who are visiting on visas or having entered illegally are not under US jurisdiction and remain the under the jurisdiction of their native county.
