Weld County Sheriff warning; inmate due to be released is a potential danger to the community

Debisa Ephraim, 21, will be released from the Weld County jail today per Colorado statute. Competency was raised in two of his criminal cases, and the courts found in July of this year his competency could not be restored, and therefore he would not be able to stand trial.
Ephraim was arrested on April 5, 2025 by the Greeley Police Department on suspicion of:
•CRIMINAL ATTEMPT TO COMMIT (2ND DEG. MURDER)-Felony
•1ST DEG. ASSAULT – Serious Bodily Injury-Felony
•ENGAGING IN A RIOT-Misdemeanor
The Greeley Police Department issued another arrest for a separate case on Ephraim on April 23, 2025 while he was still in-custody at the Weld County jail. These charges alleged:
•MENACING-FELONY-AGG- NON-FAMILY – WEAPON-FELONY
•1ST DEG BURGLARY - NO FORCE ENTRY – RESIDENCE-FELONY
The first video in this post is believed to have occurred in the Fort Collins area a few weeks prior to the second video, which allegedly happened in Greeley.
Although the videos in this post could not be authenticated, they were found on social media and given to law enforcement by one of the victim’s family members in the Greeley Police Dept’s case.
“The state legislature and the Governor have continued to weaken the criminal justice system by handcuffing law enforcement, prosecutors and judges for the sake of criminals. Colorado HB24-1034 has created a crisis where very dangerous individuals are being released to the street to reoffend over and over, this is the latest example. I pray this individual doesn’t hurt another innocent victim but the public deserves to know of his past violent actions so they can protect themselves accordingly. God help this State,” said, Weld County Sheriff, Steve Reams.
The Arapahoe County Sheriff’s Office has members who are part of the Colorado Fallen Hero Foundation and are assisting with the planning of @GoldenCOPS Officer Evan Dunn's memorial service. Evan was on patrol when he was tragically killed while on duty on November 6. The Foundation's line of duty death response team has met with the @CityofGolden to begin the work to honor our fallen brother in blue.
“The Colorado Fallen Hero Foundation is honored to be asked to support Officer Dunn’s family and his agency during this time. We work to ensure every law enforcement officer who dies in the line of duty in Colorado is honored and remembered for their ultimate sacrifice,” says ACSO Chief Jared Rowlison who also serves as Vice President of the Foundation.

#ALERT: A 4-year-old girl has been abducted from KidsCo Childcare at E. Smoky Hill Rd. and S. Picadilly St. in Centennial. It happened around 3pm. Deputies say the girl was forcefully taken by her father, who violated a no-contact order from the court.
The suspect is Justin Cole, 39, of Centennial. He’s 6’, 160 lbs., brown hair, hazel eyes. He was last seen wearing jeans, a black shirt with a Rockies logo and a baseball cap. He’s driving a silver Ford Edge SUV, License # 00X255.
His daughter is Emsley Cole. She is 3’3”, 35-40 lbs., blonde hair, blue eyes. She was last seen wearing a pink, black and white striped shirt with a pink guitar on it, jean shorts and tennis shoes.
Justin Cole has a lengthy criminal history. It’s unknown whether he is armed. If you see him or Emsley or the vehicle, please call 911 immediately.
On June 5 around 3:30 pm, Deputy Simmons was the first to arrive on scene of a house fire in the 6800 block of S. Franklin St. in Centennial. Setting aside her own personal safety, she entered the burning home and the home next door to evacuate the elderly residents. @SouthMetroPIO responded and was able to put out the fire before it spread to even more homes. Deputy Simmons was treated for minor smoke inhalation. She was able to help save the lives of several people that day and for that we commend her and are thankful for her bravery.

Good Boy Zeke! 🐾🐾
Our electronics-sniffing dog, K9 Zeke, uncovered a stash of digital evidence during a recent search warrant in a child pornography case. We have to give this dog some credit!
Zeke is trained to find USB drives, computer disks, cell phones, hidden air tags and tiny micro SD cards. He's one of only four K9s in Colorado who does electronic scent detection where they search for an odor or chemical compound found on electronics.
Investigators say these devices were holding thousands of child pornography images that the sexual predator was sharing online. He was arrested the same day.

#ALERT Sheriff deputies are on scene of a deadly carjacking in the 7400 block of E. Harvard Ave. The victim was shot and killed by the suspects. Deputies are searching for four black males, possibly juveniles, who took off in the victim's car, a 2012 silver Hyundai Sonata with CO license plate # CLY X69.
