Our problem is not that the world is changing too fast, but that we are unwilling to look outside, beyond our comfrot zones.

When the order shifts, as it is today, we seem to hold on to yesterday's certainties baked in the familiar logic of nonalignment, avoiding looking hard at today, making our tomorrow unprepared.

Some of this problem is sociological.

Our strategic community is, for most purposes, small and closed, built rather like an agraharam. You get much of it through lineage. You are taken seriously because of where you served or whose student you were or simply who you know. What we produce as stratrgic analysis is largely commentary, and then commentary on the initial commentary, and a commentary on the commentary on the commentary. In the end we lose track of whose commentary we are tracking.

Because very few have the incentive to disturb the categories we inherited.

Look at what we actually know about the world. Pakistan, China, America (even that is doubtful, I would say). After that we struggle.

Nine million Indians live in the Gulf and I cannot point you to much serious Indian scholarship on Gulf's domestic politics. Latin America, the Sahel, Central Asia, party systems in Southeast Asia: Absent.

We can chat for hours on end about the whole world but study a small corner of it. Know even less.

Our scholarship has become narrow in what we study and narrow in whom we argue with. More worryingly, we happily settle our disagreements by consensus among ourselves (based on an invisible/visible hierarchy) rather than against anything that could prove our understanding of the world wrong. Consenses makes for good democracy, not wisdom.

A state that only wants just enough security can perhaps live like this indefinitely. But a country that wants to be more than that cannot, I guess.

The temptation to stay, look and analyse inward perhaps comes from being big. Size lets us mistake our own reflection for the world - rethinkign happens slowly.

The world is changing whether we like it or not. So it is time to, as K. Subrahmanyam said, shed our shibboleths and see the world for what it is!
