The end of the game should be considered with this decision. There's strategy involved late in the game with fouls 7-9. That element is going away to prevent injury? I agree with you, I don't buy that either

I believe it’s likely a quality of game discussion. There are over 400 schools in the state.
The quality of basketball in the lower half isn’t great. Rushing those kids to shoot would decrease the quality of shots.
