In normal English, we would say General Attorney. The flipping of the word order is likely from French or Latin where the word order is different from English.
I agree it should be changed; an easy fix would be for “General Attorneys”
People hate this type of counter-intuitive legalese gatekeeping by lawyers, and even among lawyers that I know everyone specifically hates this pedantic “well, actually” it’s “attorneys general” nonsense
