@Shell_magaUSA@OPoliticsguru My best guess as to why it's required in those circumstances is to avoid any single person getting a pile of ballots on behalf of the residents of a facility.
Counties that would send lots of residents to hospitals in the next county might want that option.

1 the shall is important - only absentee ballots previously requested by those at public and private institutions within the county require in-person delivery/collection by two employees.
@Shell_magaUSA@OPoliticsguru There might be folks who regularly reach out to various institutions and hand out absentee voter forms, just like there are get out the vote drives on college campuses?
There's definitely not "plenty" of employees available to go to individual houses and deliver/collect ballots.

Sure, the deadline is 3pm on election day, but the ballot still has to come back on time to count.

For items that we'd be replacing anyway, sending the old ones to Ukraine to be used to reduce Russian military capacity... it's cheaper than the alternative.

@Tgriff7488960@McFaul Then we spend the bulk of the aid to Ukraine's "cost" on paying American defense contractors to build the latest and greatest to replenish those supplies.
It's not completely free, but short of reducing the stockpiles we'd be spending money replacing them regardless.

But if that's what you're worried about, it's worth knowing that what we're sending as military aid to Ukraine is our oldest stockpiles. Stuff we would otherwise be spending money decommissioning.
