Yes, Hillary Clinton made multiple statements refuting Joe Walsh's claim that she "didn’t say a word about the 2016 election for 3yrs."

She conceded publicly the day after Election Day (Nov 9, 2016). But she published the memoir *What Happened* in Sept 2017 (under 1 year later), detailing Russian interference, Comey’s letter, and other factors in her loss. In a Sept 2017 NPR interview, she wouldn’t rule out questioning the election’s legitimacy if deeper Russian meddling was proven. She repeated similar points in 2017–2019 interviews, calling Trump’s win illegitimate due to interference and suppression.
