Six years after the Secretariat opened its doors in Accra, six markers of where implementation stands-

1. Fifty States have ratified the Agreement.
2. Twenty-six have domesticated it into national law.
3. Intra-African trade exceeded USD 220 billion in 2024.
4. The Pan-African Payment and Settlement System is operational for cross-border payments.
5. The AfCFTA Adjustment Fund is designed to mobilise up to USD 10 billion.
6. February 2026: the remaining annexes to the Protocol on Intellectual Property Rights were adopted.

The Agreement is no longer being negotiated. It is being applied.

L’OMD dispense une formation dans le cadre du Programme de contrôle des cargos et des passagers destinés aux agents des forces de l’ordre du Bénin 🇧🇯.

La formation continue est essentielle pour garder une longueur d’avance sur l’évolution des menaces criminelles.

Dans le cadre du Programme de contrôle des cargos et des passagers (PCCP) de l’OMD et de l’ONUDC, en partenariat avec l’Union européenne au titre du projet « Action de l’UE sur le contrôle des conteneurs », l’OMD a dispensé une formation intensive à l’Unité de contrôle portuaire de Cotonou, au Bénin, du 27 au 31 juillet 2026.

Cette formation a permis de renforcer les compétences opérationnelles des agents, de les informer des dernières tendances et procédures, et de doter les nouveaux membres des connaissances nécessaires pour remplir efficacement leurs fonctions. Une attention particulière a été accordée au traitement des preuves et aux procédures opérationnelles.

Réunissant des agents de la douane, de la police et de la Direction générale des eaux, des forêts et de la chasse, cette formation a souligné l’importance de la coopération interinstitutionnelle pour protéger les chaînes d’approvisionnement mondiales et lutter contre la criminalité organisée transnationale.

WCO accredits new rules of origin trainers to ensure sustainable and autonomous training capacity in Customs administrations

Ten Portuguese and Arabic speaking Customs officers completed the Rules of Origin Competency Development Cycle in February 2026, bringing the number of trainers on rules of origin that have been accredited under the EU-WCO Rules of Origin Africa Programme to 19. It is the first time that Portuguese speaking experts on rules of origin have been accredited and, for some Customs administrations, the first time one of their officers has been accredited by the WCO.

New WCO tools on Rules of Origin in development

110 delegates attended the latest Technical Committee on Rules of Origin session in February 2026 to share best practices in implementing and administering rules of origin.

They examined two new tools that will be presented to the upcoming Permanent Technical Committee, namely:

🔹The WCO Study on Origin Determination of Remanufactured and Recycled Goods.
🔹The chapter on Rules of Origin to be included in the updated WCO Practical Guidance on Free Zones.

They also discussed the updating of existing WCO Tools including:

🔹The Origin Compendium (June 2028).
🔹The Guide for Technical Update of Preferential Rules of Origin (June 2027).
🔹The Customs Enforcement Guide against Origin Fraud (June 2027).
🔹The Practical Guide to the Nairobi Ministerial Decision on Rules of Origin for Least Developed Countries (June 2027).

These tools will support Customs administrations in implementing Rules of Origin in an increasingly complex global trading environment.
