PWHE convened its Quarterly County Stakeholders' Meeting at Barsalinga Towers, bringing together representatives from the Ministry of Education, ALIVE partners, CSOs, community champions, Heads of Institutions (HOIs), chiefs, and other government officials.
Parents also showcased role plays demonstrating how these values can be applied in everyday life, reinforcing their vital role in raising responsible, informed, and values-driven children and strengthening community-led learning.

PWHE successfully conducted a one-day validation workshop for its 2026–2028 Strategic Plan at Kisimani Resort.The workshop brought together key stakeholders to review, refine, and validate the strategic priorities that will guide the organization over the next 3 years.
I participated in the Government Legislative Agenda (GLA) Prioritization Roundtable, hosted by @ParlAffairsKE Principal Secretary @PSAureliarono, where I contributed in identifying key priority legislative policies for the 5th and 6th Sessions of the 13th Parliament.
The engagement provided a strategic platform for our State Department to outline its key policy, legislative, and regulatory initiatives aimed at strengthening governance, enhancing the sector’s efficiency, and ensuring long-term, steady security of supply for the country.
Among the flagship initiatives I highlighted was the National Petroleum Policy, 2025, which has already been approved by Cabinet and submitted to the National Assembly for consideration. The policy is expected to provide a comprehensive framework to guide the sustainable development of the country’s petroleum sector while aligning it with global best practices.
The PS also underscored the progress on the Petroleum Amendment Bill, 2025, which has undergone extensive stakeholder engagement and is scheduled for submission to Cabinet. Once enacted, the Bill will address existing regulatory gaps across upstream, midstream and downstream operations and streamline licensing and administrative processes.
Further, the Department reported significant milestones in the development and approval of key downstream regulations, as well as ongoing work on upstream and strategic stocks regulations, highlighting that the department has done 26 regulations in the last 1 year.
These efforts are geared towards strengthening institutional oversight, enhancing operational efficiency, and safeguarding the country’s petroleum supply chain.

The ongoing conflict in the Middle East continues to pose significant risks to both the global and domestic economy. Key concerns include potential disruptions to supply chains and logistics, rising energy and fertiliser costs, increased price volatility, exchange rate pressures, and possible reductions in remittance inflows.
This morning, PS Dr. Chris Kiptoo @Kiptoock, chaired a high level consultative meeting bringing together Principal Secretaries Mohammed Liban @official_MLiban , (Petroleum), Jonathan Mueke @jmueke (Livestock), and Boniface Makokha (@Planning_Ke), alongside technical teams, to assess these emerging risks and their implications for Kenya’s economy.
The meeting affirmed Government’s proactive and coordinated approach to safeguarding economic stability, including the establishment of a standing mechanism to continuously monitor developments and guide timely policy responses.
I presided over a validation workshop for Institutional Risk Management & Policy Framework for focal persons from the State Department for Petroleum where I emphasized on strengthening internal controls & enhancing service delivery within our institutions.
Such workshops remain critical in policy formulation & implementation of a structured & systematic approach for identifying, assessing, and mitigating institutional risks.
The framework will strengthen policy formulation & safeguard public resources through stronger oversight, ensure strict compliance with the Public Finance Management (PFM) Act, & streamline operations for greater efficiency.
The framework has been a collaborative effort involving the Department’s Risk Management Committee comprised of departmental heads, risk champions across various units in the department, the Internal Audit Unit, & strategic partners from the National Treasury.
I would like to state that the policy represents more than just a procedural reform, it is a shift towards institutionalizing a risk-aware culture within government operations.
Building a risk-aware culture is not optional; it is a strategic imperative. By embedding proactive risk management into our operations, we are positioning the Department to deliver greater value, transparency, & accountability to Kenyans.
The move underscores the Government’s commitment to ensuring transparency & sound public financial management.

David Gikaria to defend the Supplementary Estimates No. I for FY 2025/2026, where we engaged in constructive dialogue & provided detailed submissions on proposed budget adjustments, programme impacts, & the tangible outcomes of the development projects that the State Department delivers for Kenyans.
During the submissions, we transparently detailed development projects, recurrent expenditure adjustments, & absorption rates, while clearly outlining the status of pending bills & stalled projects.
We reaffirmed the State Department's unwavering commitment to prudent financial
management, accountability, & ensuring every allocation yields tangible & reliable outcomes.
