San Francisco has been in control of NIMBYs for 50 years and Black people have fallen from 13.4% of the population in 1970 to 6% today.

NIMBY is what *causes* displacement. Cities that build housing rapidly keep rents stable and keep lower-income residents able to stay.

No it was the NIMBYs who displaced minorites and the knew it would happen and that was the point, because thats always what exclusionary zoning has been about.
