With respect to the Pope, he is wrong on this. According to Church teaching, any sovereign nation (including Vatican City State) has every right to determine who is allowed to enter the country. And the terms of their stay. This is his opinion and not a matter requiring the faithful to agree. Americans who wish to be hospitable (and we should) can choose to help them or not. But if the US government says they need to leave then they must leave.
