@henrywinter If they can’t decide in one minute it’s not clear and obvious and linesmen should do their job and raise their flag or not on what they see and any check should be made within one minute and a toenail is not clear and obvious

@footballtweet The clear and obvious rule should rule if they can’t makes decision in 1 minute, on field decision should apply in any circumstances. Linesman should make a call and any check should be done in 30 seconds to cut out the toe nail decisions. That was not how the game was designed.
