one think i think would be good for male city is to introduce a govt housing real estate market;
that is say allow housing unit owners (for eg hiyaa) to sell their purchased apartments on a govt controlled auction platform, so they can buy in from another region or building etc

in a way, the sultan's appointees acted on national interest rather than local region...very interesting...
this same effect could be replicated by having a national elected list of mps for majilis
and/or having an elected head of state appoint some number of majilis members

in practice, past 4 govts have given out housing/land via 1-time applications and awarded based on weird "social" points ranking and lottery systems
havent seen any effort towards bringing it towards this direction. have you seen any?
prices of apartment resale can be ofc regulated by the govt
likewise, it would be possible for regulators to limit govt housing ownership to 1 per person or something
(ofc, that would mean a family could own 2-3 govt apartments, but i think thats ok and needs to be allowed)
way i see it most housing needs are rather dynamic;
a young graduate would need a 1 room apartment
a new family, maybe 2 room apartment
later on, theyd need a 3 room solution
being stuck w first home wouldnt work for full 20 years, & would just lead to inefficient subleasing
