The counterfactual could have been... Apple buys Tesla, and Tim Cook the non-innovator CEO makes Tesla fail. He probably knew that deep down. So in that context, passing on Tesla was a good decision by him -- a tacit acknowledgement that he can't innovate, he can only maintain. (He should have still taken the meeting though.)
