You posted this a month or two late. It rained, and all is back to normal. However, Corpus should keep pushing for the solution, as they do this every 20 or 30 years. But they will probably stop all solutions. It's not corporate overuse on this one, but absolutely total government and bureaucrats mishandling everything.
