@Abnsojer Re-read it. The Montevideo Convention says a state needs: 1) permanent population, 2) defined territory, 3) government, 4) capacity for relations w/ other states. Recognition isn’t required, and borders don’t need to be perfect, just defined (many states have disputed borders).

@Abnsojer With respect, you’re making up definitions. Ukraine doesn’t currently have absolute rule over its territory. Did it stop being a state when Russia invaded? And Palestine is recognised as a sovereign state by 151 of the 193 member states of the UN!
@Abnsojer And to answer your original question, the capital is Jerusalem, and the borders of Palestine (or Palestinian territory) are actually well defined, so your original point is baseless.
