Extrapolate that to the wealth tax:
A 5% wealth tax on the rich could quickly turn into a 27.5% wealth tax on the working class

This is in line with the original comment, that gov will have to cover the loss.

Most likely, since these stores are ran by the city instead of private industry, the loss will be much more than 30% due to the bureaucracy and inefficiency of government.
