At the 18th BRICS Summit, Ethiopia’s foreign-policy approach was presented through what officials describe as the “Abiy Doctrine” — the 4As:

1. #Active & Neutral Diplomacy
An engaged foreign policy that protects national interests without becoming tied exclusively to one side.

2. #Alternative Partnerships
Building relationships across regions and continents to widen Ethiopia’s diplomatic and economic options.

3. #Adaptive & Pragmatic Approach
Responding to changing realities without being constrained by fixed ideological positions — including maintaining relations with countries whose own relationships may be in conflict.

4. #Agenda Setting
Moving beyond reacting to the agendas of others and working to shape Ethiopia’s own regional and international priorities.

The doctrine reflects a broader strategic idea:

maximum diplomatic options, minimum strategic dependence.

For an emerging Global South power, the objective is not to choose one camp.

It is to build enough relationships, flexibility and influence to pursue its own interests.
