The What is usually obvious and easily agreed, the How is difficult for partnerships, but if we ask the Why question that usually reveals the real practical areas of consensus. It also weeds out the imposters!! IMHO

When I teach public policy courses -undergrad, postgrad, practitioners training, I care less about *what* people support but insist on a focus on *how*: the (opportunity) costs, unintended consequences, coherence, spillovers, implementation... The *what* is meaningless otherwise.

Stop Search - Police again becoming the service of first resort. Context - violence is down, "hit" rate for S&S is about 3.5%. Where's diversion, mentoring, education? Come on Scotland don't we remember the evidence led route to prevention, we're going backwards! 1/2

SG happy to boast about the VRU, prevention and Public Health approach, but apparently not so keen to invest in it. Back to relying on Policing to deal with the outcomes and consequences of failings everywhere in the system. So incredibly disappointing.

@ProfJMitchell 👏👏 Usual first response to any question on public service performance is how much money has been spent. Follow up Q should be "well obviously that's not working so what next?!" When we had money there were still huge failings in performance, maybe the answer isn't money 🤔
