Chinese tourists spend £1500 each on average in the UK.

The toilets are down a flight of steps anyway. This is part of a refurb to make them useable again.

It's in a high tourist area with lots of foreign tourists.

On site their are 14 stalls. 10 for sit down , 3 squats and and accessible one.

They are charging £1 to cover a onsite cleaner to keep everything fit and proper.

What is wrong with that?

This isn't about complying or culture. This is just being welcoming to tourists who come to spend money. Nobody demanded it.

When Beijing held the Olympics they fitted 3,000 western toilets for athletes and press. No need to. No fuss.
