So there are 3 things preventing this that should be looked at but there is a reason they throw food away instead of giving it away.
1. Lawsuits. In a lot of places there aren't laws that protect people who donate food if someone was to get sick from said food.
2. Regulations on transporting food. In most cities you have to keep proper temperature control on the food while transporting it which means the food must remain heated or cooled.
3. Permits to publicly share food. In most cities they require permits to hand out food.
In short they have made it prohibitively expensive to hand out food to homeless people. They also don't like that people do this for free when they can make caring for the homeless a jobs program for Democrat activist.
One time I suggested instead of food stamps we sort out the logistics to get this kind of food waste to people in need and I got flamed by thousands of leftists for suggesting poor people should eat trash
