That was a big speech that dared to make sense of what’s gone wrong and what’s required to put it right.A Burnham has promised the biggest change in 40 years..If he wins the next election he’ll deliver it.But evidently he feels he must win an election before the biggest changes.

Hard to overstate how significant that speech was in terms of a new policy agenda and political direction for the country. So many big issues on which he has kicked off a national conversation. Also extremely well crafted and well delivered, at times very moving. Apart from the Swinney quote and a ref to johnson and Truss I don’t think he mentioned any of the other parties. They would be wise to think carefully before rushing to judgement on it.

He doesn’t have all the means to bring it about, but so far this speech is the most comprehensive case for social and economic democracy we’ve heard from a Labour PM in the last 40 years. It’s significant because Burnham is the first Labour PM to entirely and avowedly say he wants to break with the Thatcher settlement.

My view: The ECHR isn’t some bureaucratic inconvenience. Human-rights protections were deliberately placed at the heart of the Good Friday Agreement because equal rights, enforceable in law, helped build confidence between communities after decades of conflict.

And there’s a wider principle here.

If a government says the ECHR prevents it from doing something, perhaps the first question shouldn’t be: how do we get around human rights?

It should be: why does what we want to do fail to meet these basic standards of fairness, liberty and equal treatment.

And is it really something a democratic government should be doing at all?
