Germany acknowledges the (temporary) end of an order based on international law

In an interview in today's Frankfurter Allgemeine Sonntagszeitung, Federal Chancellor declared:

"We are witnessing the temporary end of a rules-based, multilateral order based on international law. We are in a phase in which the law of the strongest is prevailing in many places. … We are in a phase of transition to a time in which strength will once again play a greater role and rules-based agreements will fade into the background."

For many years, one of the major, at times too idealistic and blue-eyed proponents of "the rules-based international order", "multilateralism" and "international law", Germany seems to submit to fate that times are changing. However, rather than accepting this, it should be pushing back. International law is not fair-weather law but needs defending especially when the headwind gets stronger.

Together with the economist @Michael_Spagat, a leading expert in researching wartime casualties, I have written an analysis of the recent UN OHCHR study on fatalities in Gaza between November 2023 and April 2024. Our analysis should be published by the Action on Armed Violence NGO (@AOAV) next week (likely on Monday).

We conclude that the UN OHCHR study suffers from a big sampling bias, insofar as it heavily over-samples fatalities from Gazans bombed to death in their homes. (7,607 out of 8,119 Gazan fatalities verified by the UN died in their homes). This sampling bias leads to a higher percentage of civilians (and women and children) among the fatalities verified by the UN as opposed to the war as a whole.

Thus, neither the percentage of women and children - about 70% - among the fatalities verified in the UN study, nor the percentage of civilians among these fatalities, can be extrapolated to the war as a whole (as media articles and many critics of Israel's war effort, including pic related, have erroneously tried to do).

However, the study - insofar as it verifies many thousands of violent fatalities of Gazans in their homes - is useful insofar as it corroborates the existence and criminal nature of Israel's reported "Where's Daddy?" program, a program of systematically bombing to death entire families in their homes to kill a single alleged militant.

By examining the demographics of the 7,607 Gazans the UN reported as having been killed in their homes, we assess that at least 94% of them - i.e. people largely killed through "Where's Daddy? bombings" - and probably more, were civilians. This shocking figure is evidence of major Israeli war crimes in the context of "Where's Daddy?"
