@EconoTodd Econ brain: I wonder if there are secondary crime effects. If less cars beget less policing resources dedicated to vehicles (e.g., crashes), does a reallocation of officers occur?
@EconoTodd Thanks for this! This all makes sense to me. In my short study of congestion charges, cities have had great success. It seems the failure of the policy would come if a city levied the charge but didn’t have adequate public infrastructure for substitutes.
