The Government has signed an agreement with the Sino-Congo Special Zone (SCSZ) consortium for the creation of the China–Congo Industrial City in Maluku — a monumental $12 billion project spanning 75 km².

- Goal: to ease congestion in Kinshasa and position it as a major economic hub in Central Africa
