Buried in Cruz/Cantwell: JUCO transfers no longer have attain a higher GPA (2.5) than their NCAA peers to transfer to an NCAA institution. Huge win for jucos and coaches everywhere in this transfer age. Should stay whatever the future looks like assuming C/C in its current form isn't going to pass.
(e) TRANSFER FROM 2-YEAR INSTITUTION.—No
intercollegiate athletic association or conference shall re-
quire a student athlete who transfers from a 2-year insti-
tution to a 4-year institution to meet additional or more
stringent academic standards than the academic stand-
ards required for student athletes who transfer from a 4-
year institution.
(f) RULE OF CONSTRUCTION.—Nothing in this sec-
tion shall be construed to restrict the ability of an institu-
tion to— (1) require student athletes to meet or maintain
academic standards that are in addition to, or more
stringent than, the standards described in subsection
(a) if such standards are required of all students en-
rolled at the institution;
(2) discipline or sanction a student athlete for
violating a rule, regulation, or code of conduct that
applies to all students enrolled at the institution; or
(3) discipline or sanction a student athlete for
violating a rule, regulation, or a code of conduct that
applies to all student athletes participating in inter-
collegiate athletic competition at that institution.

The NCAA D1 Cabinet just unanimously approved the age-based eligibility model (final after Wed meeting).
It shifts from the old rule (4 seasons of competition within 5 years starting at full-time college enrollment) to a new "5 seasons in 5 years" model.
The 5-year clock now starts at the earlier of: initial full-time college enrollment or the academic year after an athlete's 19th birthday. It runs consecutively with almost no extensions or waivers (exceptions only for pregnancy, religious missions, or military service).
Current athletes with eligibility left can choose the old or new rules, whichever helps them more. Future prospects follow the new system strictly.
Bottom line: most athletes gain one extra season of eligibility, but the rules get simpler and stricter with far less flexibility for redshirts or hardship extensions.
