Everything you see from this game is out of the developers pockets, and the only reason it is possible is because Cover have decided to allow them to continue with the project on a non-profit basis.

It is unreasonable to expect every single vtuber will be made into a character, so obviously some won’t make the cut, which is probably why the collab system was incorporated. So instead of being sad that some vtuber a wont be a part of the game
