Let me put it exactly how I received the message.

Someone in the Ministry of Health is allegedly sitting on our documents and refusing to process them, delaying our payments. If this is true, it’s very unfair — both to us and to the Minister of Finance who’s pushing to get this sorted.

I don’t want to believe it, because I honestly can’t understand why any well-meaning Ghanaian would do such a thing.
