The security footage really speaks for itself, but here are the facts:
- Justin Heap's Chief Information Officer (CIO) took a pre-tabulation scanner … while election results were actually being tabulated … and drove off with it in what looks like a personal vehicle.
- Budget records prove this scanner was purchased and upkept with Election Department funds, under the Board’s authority.
- Along with the scanner, the CIO appeared to take from a secure area a handful of affidavit envelopes with provisional ballots.
- Recorder Heap refused to participate in the internal investigation.

This matter is still under investigation, but Recorder Heap’s office ignored protocol and rendered a $70,000 pre-tabulation scanner completely unusable.
